Opening microsoft works spreadsheet without microsoft works??

I was emailed an attachment that is a microsoft works spreadsheet (.wbd) and want to open it on my computer but I don't have microsoft works. Is there any way to do this or any free program I can download to do this. Ideally, I'd like to open the file and then convert it to excel.
