I have an old machine and don't want anything unnecessary running the background to slow me down. Should 'Microsoft Office Startup' be a startup program? I don't use Microsoft Office often.
If after I disable Microsoft Office Startup, would I have any problem bringing it up on demand?

No problems at all. I always disable it.
